They give the 'most accurate' rating to whoever is willing to pay for it. We used it for years. One year we decided to try to talk them down on the price of licensing their name and, amazingly, we lost the rating to a competitor (who was willing to pay full price). But I don't think viewers know the difference, or care. Our research never gave us a clear win on the 'accuracy' attribute, despite years of promoting our weather that way.
